Seeing a cookie banner does not mean it actually works.
A cookie banner is a promise: set nothing and share nothing until the visitor chooses. Whether that promise is kept is something you cannot see without technical knowledge. This is how it goes wrong in practice:
- A marketing pixel fires before the banner is even on screen.
- One tag in Google Tag Manager is set to 'always fire' and ignores the choice.
- A chat widget or video embed shares every visitor's IP address with a server outside the EU.
The Dutch Data Protection Authority no longer waits for a complaint. It continuously and automatically monitors around 10,000 Dutch websites, tests cookie banners with a tool of its own and sends hundreds of warnings a year.
